According to the National League of Cities:

Sen. Judd Gregg (R-NH) introduced a bill to force every city and town to enter into collective bargaining agreements with their public safety officers.  The bill, S. 2123, is nearly identical to H.R. 980, which passed the House overwhelmingly earlier this year. Without regard for current state law, the bill would:

1. Establish the right of every public safety officer to form and join a labor union;
2. Force states and local governments to recognize the employee's labor union;
3. Grant public safety officers the right to bargain over hours, wages, and the terms and conditions of employment, including pensions and health benefits;
4. Provide for an impasse resolution process such as arbitration;
5. Grant the Federal Labor Relations Authority (FLRA) the sole power to determine if a state is in compliance with the Act and its regulations; and
6. Direct state courts to enforce these rights.

If a state's laws fail to meet the bill's requirements, the bill would allow the FLRA to step in and implement the law and related regulations, thereby circumventing the state's laws.
